That's why the conversation among peers is never really about "who's cheapest," but about "who can I trust with my inventory."

A word on abuse and KYC. Many small sellers see a strict upstream as "a hassle," but it's the opposite: an upstream that doesn't even do KYC and accepts any traffic will sooner or later get its IP blocks polluted, and your VPS will suffer guilt by association. A legitimate upstream running KYC and an abuse-handling process is essentially protecting the cleanliness of the whole IP block — in other words, protecting your inventory. Peers who resell compliantly and take downstream complaints seriously themselves are the ones who can build long-term partnerships with upstreams like this.

For site clusters, we only support compliant multi-site operations: legitimate businesses such as brand portfolios, multilingual sites and regional sites. Please follow local laws and the rules of search engines and platforms. Don't use site clusters to mass-produce spam content, do black-hat SEO or impersonate other brands — that not only draws complaints but also pollutes the entire IP block, ultimately hurting every user on it. The same goes for reselling: downstream providers need proper KYC and abuse handling. When upstream and downstream work together to keep IPs clean, the business lasts.
It depends on your customers. For Chinese users who need APAC coverage, Japan, Korea and Taiwan are the usual choices. If you need lots of IPs and multiple C-class blocks, the US is the best fit. For a differentiated route, consider Moscow with its CN2 direct connection. We recommend starting with a small order, testing return routes and evening peak hours, and then deciding on volume.
First use whois to check the IP's ownership and registered region, then spot-check with fraud-score tools and blacklist lookups, paying close attention to whether it's flagged as a proxy or has a history of abuse. Upstreams that can provide full C-class blocks with IPs officially allocated by an RIR usually give you more control over cleanliness.
That's exactly what you should ask before choosing an upstream. A legitimate upstream will notify you first and give you a deadline and a communication channel rather than pulling the plug. At the same time, you need proper KYC and complaint handling for your own customers — only when both sides cooperate can you keep an entire IP block from being affected.
